This pull request rolls several dependencies to their latest versions and unpins some of them. The code_assets, hooks, and hooks_runner packages are unpinned from kManuallyPinnedDependencies now that they have reached version 1.0.0. Their versions are updated accordingly in packages/flutter_tools/pubspec.yaml and the package_ffi template. The data_assets package is also updated. The changes are consistent and correct.
